The model

A platform, not a parent.

ARTF is the national federation through which independent state retired-teacher foundations and allied education partners participate in shared charitable initiatives, program models, brand, and infrastructure while remaining independently governed. Each affiliate retains full authority over its own board, bylaws, assets, donors, members, and charitable mission.

What affiliation is not.

This is the most important section on this page. If a term below is unacceptable to your board, ARTF affiliation is not the right fit. State it plainly to your directors:

  • No merger, consolidation, subordination, or transfer of control.
  • The affiliate retains sole authority over its board, governance, bylaws, assets, donors, members, brand, and charitable mission.
  • No obligation to underwrite ARTF's operations, expenses, or liabilities.
  • No transfer or licensing of member or donor lists to ARTF or any third party.
  • Member participation is opt-in only, communicated by the state affiliate, on the affiliate's terms, through the affiliate's channels.
  • Any binding agreement is subject to the affiliate board's approval before execution.

What an affiliate gets

SGO scholarship program

Turnkey participation in state Scholarship Granting Organization (SGO) models where authorized, starting with the federal scholarship tax credit under Internal Revenue Code § 25F. ARTF is not currently a listed SGO.

OWL Tutoring Platform

Access to the OWL Platform for retired-educator tutoring — owned and operated by PSC SGO Administrators PBC — and to ARTF's tutor onboarding pipeline.

Shared brand & materials

Approved brand assets, family and donor communications, and a compliance-vetted template library affiliates may co-brand.

Back-office infrastructure

Shared compliance, custody, receipting, audit prep, and technology — the operational spine most state foundations shouldn't have to rebuild.
